Using any IRC client, such as Trillian, Chatzilla, Xchat, or mIRC, you may join the FSM Chat channel.
For info or to download a client: http://mirc.org/ or http://xchat.org/
Join Server: EFnet. EFnet is in the default server list in many IRC clients. For info: http://www.efnet.org/

the efnet channel is still there. i've been healthy for some time though i don't have time to hang out there. but my trusty bots tell me that the regulars have been there for the last year or so.
like most chat it is self-moderated, therefore it is up to those oldbies to welcome or ban those according to their tastes.
anyone with irc knowledge can create another channel if they prefer.

i guess i can't edit my post.
i meant they can welcome/inform/warn/ban according to taste. my impression is that discussion is basically respectful, but of course everyone has their own definition of that. also, the folks in there, or anyone for that matter, are always welcome to message me here or on irc (here is better) for help with the bots or anything about the channel.
and if that doesn't make sense, don't worry. or google about irc.

It is good that we even have our own online chat now.
There are a lot of judgemental people in the world, and personally I think that those people are absolute scumballs.

Capn, if you're referring to the irc channel, people do still speak there, but often their clients are just there "idling" while the people themselves are off doing other things. It's not a busy place but I've seen several people/clients there at a time, even recently. I guess it's hit or miss. If you post something, someone will reply, but it may take a while. How this compares to the new chat I don't know.
